The gang joint meeting is held every one to two years. It was held last year, and it's being held again this year mainly because this year is the "Year One of War," with many societal changes occurring.
Gangs also need to adapt to societal changes and developments to avoid being left behind by this rapidly advancing world.
This is an event that all gangs in the Federation want to participate in. In a way, the joint meeting is the standard to assess whether a gang truly qualifies to be on the big stage of the Federation.
No matter how much ordinary gangs boast, as long as they can't attend the joint meeting, it indicates that their influence is only effective locally, and they're still minor players in front of national counterparts.
