The Federation Government has not prohibited officials and their families from engaging in business. Mayor Williams granting the contract to Arthur conforms to the legal standards set by the Federation.
As long as there is no exchange of power for money between them, and Arthur can meet the demolition standards as agreed, no one can accuse Mayor Williams of exploiting his office power for personal gain.
