What is bad is that Hirbyde has come to the Kingdom of Libertonia from the prosperous country of Yurlal under the pretext of inspection.
In other words, if something like refusal occurs there is a possibility of putting a crack in the friendly relations with the prosperous country of Yurlal.
Why Hirbyde was chosen as a member of the inspection is not told in the game.
