Lily's territory was still only an Advanced Town. She could have upgraded it long ago, but her priority now was inheriting the position of "Endless Continent's Goddess of Fate" from Svetlana.
This position had been granted to Svetlana by the Endless Continent's Will. She was transferring that position to Lily step-by-step. If nothing went wrong, Lily would become the next bearer of this title and when the transfer is completed, her Divine Power would directly step into the Supreme God Tier.
That's right, even without grinding enemies or through tradition cultivation, Lily could become a Supreme Goddess with Svetlana's help and the World Laws' endorsement. On the Endless Continent, only the 'official' Goddess of Fate possessed such a privilege.
The Official Goddess of Fate's role was to help World Laws manage the Endless Continent and, to a certain extent, borrow the World Laws' power to suppress enemies.
It can be said that within this planet, the Official Goddess of Fate was essentially invincible. No god could truly rival Svetlana while she held this position.

She wanted out of this predicament, and a reduction in raw power felt like a small price to pay for freedom when she would still remain so strong. That's why when the Castle Lords appeared, she used her ability to foresee the fate and found two fates that shone the brightest.
The brightest was Haru, but since this position could only be held by a Goddess and not a male God, Svetlana chose Lily, who had the second-brightest fate.
Even after seeing the future, she secretly observed Lily for a long time, before revealing herself a few days ago and Lily immediately accepted her offer. She believed that becoming the Official Goddess of Fate would finally allow her to help her 'Big Brother' Haru who has been extremely kind to her.
This could be considered a self-fulfilling prophecy as Svetlana saw Lily's bright fate, helped her by critically raising her luck stat which allowed Lily to get close to Haru and that's how Lily got the bright fate which attracted Svetlana towards her in the first place.

A violent surge of Divine Aura erupted out of nowhere in the Dwarf Palace. Within a short span, Lily's strength had skyrocketed before stabilizing at the Intermediate God Tier, and only then did the aura stop climbing.
After some time, the aura finally dispersed and a thirteen or fourteen‑year‑old girl slowly opened her large, gleaming eyes, which were hazy pale gray, gradually transforming into silver pupils like those of Svetlana.
"Sister Goddess! I succeeded!" Lily beamed, "I'm now an Intermediate Goddess!"
"Well done." Svetlana patted her head, a rare smile curving her beautiful cheeks. She was genuinely satisfied with Lily's growth speed. In just a few days, the girl had leaped from newborn Lower True Goddess to an Intermediate Goddess. Even Svetlana herself had needed centuries to cross those stages.
"You Castle Lords really are the darlings of World Law." Svetlana said, "You don't need to comprehend the Divine Laws and aren't shackled by bottlenecks. As long as your Divine Power rises, your realm soars with it. Even I'm a little envious."
Lily blinked and said, "Then Sister Goddess can rely on Brother Haru. Then you would have the same ability as us."
Svetlana froze, then burst into soft laughter. She pinched Lily's cheeks, "Now is not the time. As for the future… we'll see where fate leads us."
"Okay." Lily nodded obediently.
At that moment, Svetlana's expression suddenly stiffened, and a flash of horror passed through her silver eyes.
