The latter part of Uthgar's words was directed at those Jackalweres.
In the Divine War, those petitioners would have a chance to make a choice again: either fight to the death for their Old Gods or embrace the New God to become his petitioners.
Even if the other side is a chaotic evil bunch of Jackalweres, it wouldn't matter once they entered Uthgar's God Kingdom.
They would gradually be assimilated by the divine power there, not only would their appearance turn into Uthgar Barbarians, but even their temperament would be forcibly transformed.
This is an inherent trait of the God Kingdom.
