Many of the Kael Elf survivors did not die at the hands of the Mutant Creatures, but at the hands of those they truly trusted, their "own people".
Only a very few lucky ones escaped captivity and capture, avoiding the pursuit of the Shadow Council.

If they continued to go deeper into the Kael Elf Kingdom, they would definitely face ongoing pursuit from the Shadow Council.
Next time, they certainly wouldn't have such luck.
Thus, they made a very difficult decision to return to the more dangerous north.
They must return to the areas controlled by the Bay Territory, to inform more survivors about the actions of the Kael Elf Council and the Shadow Council, preventing them from continuing to "court death".
The survivors from several Kael Elf families had more ideas and goals.
