At the very moment when Harry cast the killer curse on his aunt Petunia, there were two different reactions by two different people away from the house.
Voldemort felt proud, superior, and victorious.
He knew that Harry was still not up to the task. When the time to kill his own Muggle family would come, surely Harry would hesitate. Voldemort understood that clearly.
That was why he went to the Muggle boy Piers Polkiss, whom he knew was a friend of the boy Dudley Dursley. He made the Muggle Pier invite the whole family for dinner, and at that time, Voldemort entered the house. It was so easy to add false memories into the minds of these muggles. Voldemort made sure to increase the hatred Petunia had for her sister Lily and made sure that when the time came, Petunia would insult Lily's character in front of Harry.
Voldemort needed Harry to witness with his own eyes how the Muggles were really dreadful, and at last, Voldemort was successful.
The other person who was having a different reaction was a wizard working in the Department of Improper Use of Magic Office at the Ministry of Magic.
He was looking at different papers when suddenly the typewriter at the end of his desk began typing on its own.
"Those young wizards. Now who is foolish to use magic in front of muggles?" thought the wizard as he waited for the typewriter to finish.
The typewriter was connected to the Trace.
The Trace was a charm that allowed the Ministry to know of magic cast in the vicinity of wizards and witches who were under seventeen years of age. When any magical activity was performed in the vicinity of the underage individual, the typewriter would write the spell that was used, the location of the caster, and the time it was cast.
Finally, when the typewriter finished by itself, the wizard took the paper and began reading it.
Wizard: Harry James Potter.
Age: 15
Location: 4 Privet Drive in Little Whinging, Surrey
Time: 31 July 1995, 08:13 pm
Magic use: Killer curse.
The wizard's eyes widened as he read the details on the paper. The gravity of the situation struck him, and he knew he had to report this immediately. First, it was the wanted criminal Harry Potter. But that was not just it. He had used the killer curse.
Then, the typewriter began to operate again. The wizard took it, and for a second, he thought that the magical typewriter was malfunctioning. The two papers were identical.
Almost identical, as he noticed the 1 difference in the time.

Magic use: Killer curse.
The wizard understood immediately what was going on. The boy Harry James Potter has cast two consecutive killer curses. Normally, whenever there was a case of a young wizard under the age of seventeen who performed magic, an employee at the Department of Improper Use of Magic Office would have to send only a notice to his supervisor and then prepare a letter of notice to the young wizard in question.
But now that the killer curse was involved, he also had to inform the Aurors at the Department of Magical Law Enforcement.
The wizard's hands moved quickly, the quill scratching across the parchment as he drafted a letter to the Aurors at the Department of Magical Law Enforcement. The urgency of the situation weighed heavily on him, and he knew that the use of the Avada Kedavra curse by Harry Potter demanded immediate action.
As he concentrated on composing the letter, the typewriter at the end of his desk began to operate once again. Ignoring the distraction, the wizard focused on the task at hand. He detailed the events as reported by the Trace, emphasizing the gravity of the situation. A young wizard casting the Unforgivable Curse not once but twice.
Just as he neared the end of the letter, the typewriter's clatter was almost finished.
He feared that this was another use of the Killer curse.
The wizard had to rush. Every minute that passed was starting to cost severely in human lives. He knew he needed to get the information to the Aurors promptly.
Completing the letter, the wizard then muttered an incantation under his breath. The letter transformed into a paper airplane and flew toward the lift. Then he wrote another one, this time the destination was to the head of his department.
After he was done, he took the paper from the typewriter.

Amelia Bones was sitting in her personal office, surrounded by towering stacks of parchment that detailed the myriad challenges faced by the Department of Magical Law Enforcement. As the Head of the Department, her responsibilities ranged from maintaining order in the magical community to the Muggle world if they were in danger from any magic. There were currently two cases that were giving her a headache.
The first was about the murderer and escapee from Azkaban, Sirius Black. There was still not a single clue of his whereabouts.
The second was about the suspected criminal for Cedric Diggory, Harry Potter.
Cornelius Fudge, the Minister of Magic, was pressing her to solve the Harry Potter case as quickly as possible. Just as she was contemplating the best course of action regarding both cases, her attention was diverted by the sudden appearance of a paper airplane.
It soared through the open door and glided gracefully toward her desk, catching her by surprise.
Amelia felt curious and somewhat bemused as she unfolded the paper and started reading the hastily written message.
Harry Potter, the boy whose case she was just looking at, was found thanks to the Trace on him when he performed a spell.
But the shock Amelia felt on reading the specific spell that Harry used, a shock like never before, gripped her. Never in the entirety of her career at the Ministry had she heard an underage wizard perform the killer curse.
The implications of such an act were grave, and she knew that immediate action was required. Quickly regaining her composure, Amelia rose from her chair and headed outside. She had to meet Rufus Scrimgeour, the Head of the British Auror Office under her department, and make him send a team of Aurors to that place immediately.
