Even though Zhou Tian provided those Angels with a set of guerrilla tactics, at no point did he demand that they engage in hard fights with the Reformed Angels. However, given that they were in enemy territory, it was still possible that Zhou Tian's Angels could be surrounded by the Reformed Angels.
At the very least, if the Bright Divine King issued an order, even without personally taking action, he could mobilize a large number of Reformed Angels to encircle those Angels. Based on the situation at the time, Zhou Tian did not believe that his Angels had the strength to withstand such an offensive.
