While the boy looks rather sad mainly because more than half of his people have been murdered in cold blood.
Yes, this is Rimuru Tempest and his mother Gaia Physis.
The two were deep in thought

Was what the mother, son pair was thinking.
the room was in turmoil as their two lords were visibly upset
Rimuru was pouting with his brows furrowed while his mother was glaring fiercely.
this went on for a while before Gaia got up while still cradling her son in her arms.
"We will be back soon.Protect the town."
and with that the two left although still quite shaken by their lady's cold words
the remaining executives gathered themselves quickly to fulfill their orders.
no one dared say a word when they saw their lord walking? it was more like floating,with his mother.
they had their feet off of the ground but they had no wings. Rimuru was just quiet as he walked with his clearly angry mother.
"Mother..how shall we deal with them?"
Reine looked over to him her gaze instantly softened and face relaxed.
"Well..i was thinking of brutally murdering them!"
she said this with a huge sweet smile plastered on her face.Now normally Rimuru would be frightened. but he was far to angry to think if anything else other than agreeing with her.
he nodded his head in agreement before pausing, seemingly thinking of something.
"what is on your mind dear?"
he looked over at her sadness filling his expression
"is-is there any way to..revive them..?"
his mother paused.
"There is. Becoming a demon lord gives you a chance to bring them back through revival. But it will take more than 20,000 souls."
Gaia sighed exasperated but picked up rimuru again with no effort and landed with her feet in the ground.
"I wish I could bring them back for you myself. But as a Goddess of Life, I cannot interfere with Death or Souls without #%¥!$&'s permission.. im sorry dear."
Rimuru looked at her in sadness bu talso confusion. What was the name she mentioned? it sounded like gibberish..
But he put it to the back of his mind and carried on with getting rid if the humans who hurt his people.
