Chapter 136: War Reparation
When one country lost the war, one thing it needed to do was pay for war reparations. In the first great ninja war, this war reparation was halted because of the death of the second Hokage.
Furthermore, there was internal unrest inside Konoha because the second Hokage passed the position to Hiruzen without any witnesses.
So it caused political tension and so those other village who had signed for war reparations took this chance not to pay them. When Hiruzen took the position as Hokage, his position was not that strong and he couldn't risk another war when he had just taken this position.
With that, the other village safely avoided paying war reparations without caring about Konoha, they believed that with the new Hokage, who came from a minor clan, he wouldn't risk falling from his position, so those other villages didn't need to bear the consequences of attacking Konoha.
That is why they dare to attack Konoha again, but right now with Raiken and Nara Shikajin as advisors, they won't let any other village go without paying for their action.
Raiken also had shown his prowess and strength that reminded them of the first Hokage.
So they all paid for a heavy price because of their action, luckily they also grew a backbone to force their daimyo to bear the cost of pushing them into the war.

Before Raiken could answer, Nara Shikajin was the one answered for him.
"I don't think they would dare to attack Konoha at this moment. Raiken had single handedly face with Kumogakure Shinobi alone and he won that war. He also had personally killed Hanzo and taken that country by force," supported Shikajin.
The others inside the office fell silent and they exchanged eyes, looking at Raiken because this war had stopped because of Raiken strength. His position now is on the same level as Hatake Sakumo, the new fourth Hokage.
"Ok, if you guys agree, then we will ask for war reparations," agreed Hokage.
"Hokage sama, I think for Sunagakure we should take their desert land," said Raiken.
"Huh?" Everyone looked at each other, feeling confused about why Raiken wanted that part of the dead land. There was only sand and it wasn't even suitable for farming.
"May I ask why you insist on that part of the land?" asked Yamanaka Inoki
"Didn't you guys know that a few years before the war started, we found the trace of an intruder who came to this place and we had the right to do research on their body," replied Raiken.
The others didn't understand what Raiken meant except Shikajin and Sakumo.
"Do you mean?" Shikajin mouth opened wide before his right hand went to his mouth, surprised by the new info from Raiken.
"Yeah, the experiment was a success and now the Uchiha Clan can use Wood Style jutsu," revealed Raiken. His words made everyone inside the room freeze, except his grandfather-in-law, who now also understood what Raiken meant by wanting this piece of dried land.
It takes them a minute before finally snapping out of their thought, thanks to Raiken, who clapped his hand.
"Hmm... Do you want Konoha to farm on that land using the wood style jutsu?" asked Sakumo.
"Yeah, normal farming method won't work on that land so we are planning ask Uchiha Clan to make sure that piece of land can be used for farm," replied Raiken. "Not to forget, Amegakure are now leaderless, so once the land is suitable for cropping, we will dig the canal and use the rain from Amegakure, directing it to the land of wind."

He knows that by separating the workforce, each of them has their own job. Civillian with farming, administration and ninja are more dangerous job.
But farming still needs ninja so they can get fresh and more suitable crops, in a modern era, those scientists have improved the crops for example 1 acre of land can only get 500 to 1000kg of food.
Now with the science, farming tools and machines, the same land can produce to up 3000kg for 1 acre of land.
The same thing could happen here, with now Uchiha and also him having mokuton, it will be easy to produce more crops and food and they could expect more than 5000kg of food in 1 acre of land.
Silently, Raiken could only say. "Welcome to the era of diabetes and obesity."
"Ok, we will ask Sunagakure for their part of the land," said Hokage. He then looked at Raiken. "Is Uchiha the only one who is suitable to be injected with Wood Style?"
