The plan for the Fiery Flame Land was devised by Ian.
The doubts of his friends earlier were actually considered by Ian long ago. Even if he truly has the strength to defeat other Fifth Energy Levels one-on-one, at most he could only conquer one force, or in other words, conquer a region ruled by a malevolent Fifth Energy Level.
Any more than that would be impossible, for other Fifth Energy Level powers would become wary of his strength and unite against him.
By that time, unless Ian possessed the absolute power to contend against the Whole Terra single-handedly, he would be stuck in a war of attrition, trying to outlast this group of old monsters.
But that would take far too long, and neither Terra nor Ian wants to wait.
Therefore, he was prepared with a two-pronged strategy from the very start.
