When Beast Emperor Hall was at the height of its power, there weren't any cities in the ten thousand mile radius of it.
It was because people were afraid and didn't want to stay near it, they did. But since it was powerful, whether people feared or respected it, they had to ask its permission if they wanted to establish a town or city nearby.
Just like other Sovereign Powers, it also liked to be alone in its territory, there were other practical reasons too of course, save for its one or two subsidiary powers like Malta City, it didn't allow anyone to settle nearby.
But as it became weaker, several enemy powers started establishing their subsidiaries in this 1000-mile radius. They even went as far as developing several towns and cities.
Beast Emperor Hall tried to resist but it didn't stop the enemies from doing what they wished.
And as expected, after these subsidiaries, towns and cities were established in its territory, they began causing even more problems for it.
