Counter Guardian is a protective measure for god/goddess going to the mortal world. This role was created after the century war so Gods and Goddess can't go rogue and easily observe. Of course If a person did go rogue One of the god or goddess in the mortal world currently will be assign to check the current rogue god/goddess. If It fail, a higher authority will make a decision. If they kill the rogue individual or replace it with It another.
