Three Ninth stage Sovereigns returned to the city, but when general Robert did not think they would still be enough to rival the number of Ninth stage Sovereigns the Gnomes and Necromancers would have at hand. One has to know that some Eighth stage Sovereign Gnomes and Necromancers have puppets with the strength of Ninth stage Sovereigns unlike the humans who could not call on any assistance from inanimate beings.
General Robert's entire plan relied on them being able to kill the two Peak Sovereign Gnomes as quickly as possible. Without the two Peak Sovereigns, he and Grey could demolish the Ninth and Eighth stage Sovereigns in the enemy camp.
