Chapter 39 - Chapter 37: Jin Uchiha: Everything for the Village!

Jin's strategy of maintaining his legal status as a mere Chunin was a masterclass in risk management.

By refusing the official titles of Clan Head and Police Commander, he effectively divorced absolute power from administrative liability. Any political fallout, bureaucratic failures, or direct orders from the Hokage would fall squarely on the official titleholder: Fugaku. If the Hokage wanted to complain about the Police Force, he had to complain to the Commander. Whether Fugaku could actually solve the problem was entirely irrelevant to Jin.

Fugaku stood beside Jin in the Hokage's office, his face pale and his jaw clenched in silent humiliation. Yet, he did not utter a single word of protest.

Fugaku's Internal Monologue: I must endure this indignity. My eldest son, Itachi, is heavily indoctrinated by the Anbu. His absolute loyalty to the Hokage makes him a severe threat to Jin's new regime. If I openly oppose Jin now, I will lose any future political leverage to beg for Itachi's life when my son inevitably commits treason against the clan. I must be a useful pawn to guarantee my family's survival.

Having rationalized his submission, Fugaku settled into his role perfectly. He stood like a wooden statue, completely ignoring the Hokage's piercing, expectant gaze.

Hiruzen Sarutobi stared at Fugaku's blank, unresponsive face. The Hokage's mind reeled. The absurdity of the situation was infuriating. 'They are openly mocking the village hierarchy,' Hiruzen realized.

"Since you are the official Commander, Fugaku," Hiruzen said, grinding his teeth. "Tell me how you intend to resolve this administrative paralysis."

Fugaku blinked, genuinely lost. As a figurehead stripped of authority, he had no solutions. He instinctively glanced at Jin, the true power in the room.

Jin merely shrugged. "Why look at me, Lord Commander? The Hokage asked you a direct question. As the head of the Police Force, it is your absolute duty to answer."

Cornered, Fugaku coughed awkwardly. "I will... try my best to look into it?"

Hiruzen slammed his hand onto his desk, the wood cracking under his chakra-enhanced strike. His grandfatherly facade evaporated entirely, replaced by the ruthless dictator who had ruled Konoha from the shadows for decades.

"Enough, Jin!" Hiruzen barked, his eyes cold and venomous. "Drop the bureaucratic theater! If you want to play political games within the village rules, you must actually abide by them. We fulfilled our end of the bargain by returning your ancestral land. If you choose to default on your end by intentionally crippling the Police Force, I promise you will face severe consequences!"

Fugaku stared at the Hokage in shock. This was the first time he had witnessed Hiruzen's true, malicious nature unmasked. For years, Fugaku had genuinely believed the Third Hokage was a benevolent, albeit compromised, old man. Seeing this raw display of hostility, Fugaku realized Jin's harsh assessments had been entirely correct. The administration wanted the Uchiha dead.

Hiruzen's Internal Monologue: The Police Force is the cornerstone of my strategy to isolate the Uchiha. By forcing them to police the village, they generate endless friction with the civilians, ensuring the clan remains universally hated. But Jin's 'legal stalling' tactic neutralizes this. The civilians cannot legally fault the Uchiha for following the law. If the Uchiha simply become known as 'inefficient bureaucrats,' the villagers' anger will inevitably shift from the clan directly to my administration for failing to provide a functional justice system. I must force the Uchiha to act aggressively again.

Jin, however, remained entirely unfazed by the Hokage's killing intent. He stepped forward, shedding his facade of a lowly Chunin and projecting the overwhelming aura of a true Clan Leader.

"Breach of contract?" Jin asked, his voice dripping with icy amusement. "Let us be precise, Hiruzen. You demanded that the Uchiha return to work and reopen the Police Force. We are in the building. The doors are open. We are processing paperwork. The contract is fulfilled."

Hiruzen exhaled a thick cloud of smoke, his expression grim. "Exploiting semantic loopholes is meaningless, Jin. You cannot convince the civilian population with wordplay. They want results."

"You are wrong again," Jin countered smoothly. "I can convince them perfectly. In fact, our new procedures are designed specifically for their benefit."

Jin smiled—a sharp, predatory expression. "Given the historical volume of civilian complaints regarding police brutality and arrogance, the Uchiha Clan has decided to deeply reflect on our past mistakes. Moving forward, we will strictly adhere to the principles of lawful governance. To prevent false convictions and protect the innocent, we now require irrefutable physical evidence and sworn testimonies for every minor infraction. We are elevating the standard of justice to increase the overall happiness of Konoha's citizens."

Jin placed a hand over his heart, his tone thick with mock patriotism. "Everything we do is for the prosperity of the village."

Hiruzen was completely paralyzed.

His mind raced frantically, trying to formulate a political counter-argument, but his brain effectively crashed. Jin had successfully weaponized the administration's own moral high ground against them. How could the Hokage publicly condemn the Police Force for being 'too thorough' and 'too lawful' in their pursuit of justice?

Fugaku was similarly stunned. He had never imagined that the village's hypocritical political rhetoric—the Will of Fire—could be wielded as an impenetrable legal shield.

After a long, suffocating silence, Hiruzen took a deep, shaky breath. "Jin... what is your ultimate goal here?"

"I already told you," Jin replied without missing a beat, turning his back on the Hokage and walking toward the door. "I just want to contribute to Konoha. After all, wherever tree leaves fly, the fire will burn, correct? Please, Lord Hokage, do not let our profound loyalty move you to tears. We will take our leave."
